In immediate danger? Call 112. Free from any phone, even one with no credit. If someone is stopping you from leaving, or holding your passport so you cannot go, that is a crime — not a work dispute.

For people working in Romania on a permit · 6 minutes

Something is wrong at work. This page tells you which door to knock on.

Romania has authorities for this. What nobody tells you is which one handles what, which office is yours, and what actually happens when you contact them. That is what this page is for.

Start with the institution responsible for your problem. Under Romania’s petitions rules, a petition sent to the wrong public authority must be forwarded to the competent authority within five days, and you must be informed. Sending it directly can avoid delay. Keep proof of submission. Official petitions guidance.

What is happening to you?

Pick the closest one. You can open more than one.

Labour Inspectorate (ITM) — your county office

For unpaid or short-paid wages, contact the Labour Inspectorate office responsible for the employer. A petition sent to the wrong authority is subject to the forwarding rule; keep a copy and ask where it was sent.

Before you contact them, save what you have: your contract, any payslips, and your bank statements. Since 2026 your wage must be paid by bank transfer, not in cash — which means your bank account is itself the record of what did and did not arrive.

Ask for the Compartiment Relații de Muncă (labour relations department). The office finder below gives you that direct line rather than the switchboard.

Put it in writing → They answer in Romanian. This writes the complaint for you, in Romanian, with an English version beside it.

Police — 112. This is a crime, not a work dispute.

Your passport is yours. An employer, an agency or a landlord has no right to keep it, and holding it to stop you leaving a job is not a contract matter — it is coercion.

Call 112 (free, any phone, no credit needed). If you would rather not go to the police first, the anti-trafficking line below is free and exists for exactly this.

If your documents are being held together with pressure to keep working, unpaid wages, or control over where you sleep, that combination is what the law calls trafficking or forced labour. It is taken seriously and it is not your fault.
The fee was illegal — and the agency register tells you who is authorised

Recruitment fees charged to the worker are illegal in Romania. If you or your family paid an agent — in Romania or before you left home — that money was taken from you against the law.

Check whether the agency that placed you is on the state's register of authorised placement agencies at workinromania.gov.ro. Whether it is or is not changes who you complain to and what can be done.

Getting the money back is not simple and this page will not pretend otherwise. But an illegal fee is evidence, and it matters in every other complaint you make.

Labour Inspectorate (ITM) — your county office

If your employer provides your housing, they may deduct at most 25% of your net monthly wage for it. Anything above that is not a rent dispute — it is an unlawful deduction from your pay.

The only other things that may lawfully come out of your pay are visa and residence-permit fees.

This is the same complaint route as unpaid wages: your county ITM, labour relations department.

Put it in writing → They answer in Romanian. This writes the complaint for you, in Romanian, with an English version beside it.

It depends how long you have been here — and the rules changed in 2026

Since 27 April 2026 the rule is: you may change employer by resigning, after at least 6 months with your current employer. You do not need your employer's written permission — that older rule was repealed.

Two things narrow it, and you need both:

  • Between 6 months and 2 years, if a placement agency brought you here, the change normally goes through that agency.
  • The 6 months can be shortened where the employer has seriously breached your contract.
Most English-language pages about this are still describing the old rule — a 12-month lock needing your employer's signature. Check the date on anything you read. For the law itself, use the guide linked at the bottom of this page.
You have a 90-day window — and a clock starts now

If your work ends before your permit expires, your right to stay does not end that day. It stays valid for up to 90 days from the date the end of your employment is registered — longer if you are receiving unemployment benefit.

If you sign a new contract inside that window, your residence right continues to the normal expiry of your permit.

If a placement agency placed you, it is obliged to bring you at least two job offers with another employer inside those 90 days.

The 90 days cannot outlast your permit. If your residence card expires sooner, that earlier date is your real deadline. Check the date on your card today, not later.
112 — or the free anti-trafficking line, 0800 800 678

If you are in danger now, call 112. It is free from any phone, including one with no credit.

For forced labour and trafficking, ANITP runs a free national line:

0800 800 678

This line is for trafficking and forced labour — being unpaid, on its own, is an ITM matter instead. But if you are being held, threatened, or made to work to pay off a debt, this is the right number.

Labour Inspectorate (ITM) — and this is the one complaint you may make anonymously

Harassment complaints go to your county ITM, like wage complaints.

This is the exception to the anonymity rule. Romanian law says an anonymous complaint, or one without your identifying details, is filed without action — except where it concerns sexual harassment or moral harassment. Those must be examined even when sent anonymously.

Say plainly what happened to you. Do not reshape a wage complaint into a harassment complaint to gain anonymity — a complaint that does not match its evidence helps nobody, least of all you. If you are experiencing both, they are two complaints, and you can make both.

Put it in writing → They answer in Romanian. This writes the complaint for you, in Romanian, with an English version beside it.

General Inspectorate for Immigration (IGI) — your county formation

Permits, residence documents, and registering a new contract inside the 90-day window are all IGI matters — not ITM, and not the police.

IGI works through county offices (formațiuni teritoriale). There is no plain list of their numbers — find yours through the map on igi.mai.gov.ro, and expect to go in person with your documents. The website has an English version; the counter usually does not.

If your job has just ended, The Clock works out how long your right to stay runs — check that date before you plan the visit, not after.

Find your Labour Inspectorate office

There is no national number and no English-language line. You need the office for the county (județ) where you work. The Labour relations column is the direct line to the department that handles pay and contracts — use it instead of the switchboard.

Office details checked against the Labour Inspectorate's own contact page on 5 September 2026. Phone numbers change without notice — if one does not work, check inspectiamuncii.ro/contact.

Three things nobody tells you before you make contact

1. They will answer in Romanian

No English-language contact route is published by the Labour Inspectorate — not a phone line, not a form. If you do not speak Romanian, bring someone who does, or write rather than call, so a translation can be checked before you send it.

2. An anonymous complaint is filed without action

Romanian law is explicit: a petition that is anonymous, or that leaves out your identifying details, is not examined. The single exception is harassment — sexual or moral — which must be examined even anonymously.

This is a real cost, and it is worth naming honestly. If your employer also provides your housing and sponsors your permit, putting your name on a complaint is not a small act. It is still, for everything except harassment, the only way to be heard at all.

3. Give a full address or you will get no reply

The Inspectorate says so itself: without a complete address, it cannot send you an answer. An address where post reaches you is part of the complaint, not an optional extra.

What may and may not be taken from your pay

LawfulNot lawful
Visa and residence-permit feesAny recruitment or placement fee charged to you
Employer-provided housing, up to 25% of your net monthly wageHousing deductions above 25% of net wage
Taxes and contributions shown on your payslipPaying your wage in cash — it must go by bank transfer

The bank-transfer rule is more useful than it looks: it means the record of what you were actually paid is held by your bank, not by your employer.

Two dates that decide what you can do

6 months — how long you must have been with your current employer before you can move to another one by resigning. It can be shorter if the employer has seriously breached your contract. Between 6 months and 2 years, a placement agency that brought you here normally has to handle the move.

90 days — how long your right to stay survives after your employment ends, counted from the day the ending is registered. Longer if you receive unemployment benefit. It cannot outlast your permit.

Check the date on anything else you read. These rules changed on 27 April 2026. Guidance written before then describes a 12-month lock requiring your employer’s written permission — that rule no longer exists, and a great deal of English-language material online has not caught up.

Work out your own dates → Put in the four registered dates and see where you stand.

Two numbers to keep before you need them

Any emergency — free from any phone, even with no credit
